[Xotcl] Bug with obs in namespaces

Hi Kristoffer,

this looks like a bug, but it does not seem to be related to the 
problems reported before.
I've checked: it was already present in earlier XOTcl versions (1.1). 
I've to look deeper
into it to come up with a solution idea.
