[Xotcl] XOTclLib

For now this project is a place to collect the various tools that have been
created by the community.  There will
be multiple versions of several tools that xotclers have created.  Some time
in the future we can merge/select
the tools to form a more coherent set.

Anyone wanting to contribute code, let me know.
