[Xotcl] xotcl1.5.3 installation on WinXP

Hi,

Thanks for informative manual on XOTCL.

On trying to install xotcl1.5.3 on windows XP, I am getting
following message:

Plese note that using REAMDE provided for installation and
having tclsh83.
