[Xotcl] NSF 2.2.0 Windows build Patch

NSF Team,

I am submitting this patch for NSF 2.2.0 Windows builds.
It ensures that an INCLUDE_INSTALL_DIR exists before copying to it.
When the directory didn't exist I was getting xcopy errors during build.
