[Xotcl] Scripted Value Constraints

Hi Maksym,

The blueprint of NaviServer does not contain the system namespaces (tcl, 
nx, xotcl),
unless exporting of particular methods is explicitly requested from the 
serializer class
via "::Serializer exportMethods { ... }".
